In 1978, individual fishermen were required to possess a license to fish. The permit consisted of a card on which stamps could be affixed annually to keep the permit valid.
The three different stamps had increasing values and granted the holder the right to fish with several rods and accessories.
The police would check along the waterfront to ensure that fishermen had the correct seals on their permits.
In the initial designs, you can see that I wanted to give the fish sharp fangs, but this idea was rejected.
